Building a statewide system to empower early educators at scale 

Across Kansas, thousands of early childhood professionals shape the foundation of lifelong learning. Yet supporting them requires more than individual programs. It requires connected processes and a streamlined system. 

Kansas Child Care Training Opportunities (KCCTO) stepped forward to address this need.  

As a statewide leader in early childhood workforce development, KCCTO has long focused on strengthening the workforce through training, professional development, and sustained support. However, as their reach expanded, so did the complexity. 

Data lived in silos. Training was fragmented. And visibility across the workforce remained limited.

The Challenge: Scaling a Vision Without the Infrastructure 

To move forward, KCCTO launched Cape, a statewide workforce registry and training portal built on Salesforce. 

It was a critical step. But it was not the finish line. 

While the initial implementation established a strong foundation, key functionality remained incomplete. At the same time, internal teams were already operating at capacity, making it difficult to maintain momentum. 

As a result, KCCTO found itself balancing ambition with limitation. 

There were limited internal Salesforce resources. A growing backlog of enhancements. And increasing pressure to stabilize and scale the platform quickly.

KCCTO wasn’t just implementing technology. They were building infrastructure to support those stakeholders who are responsible for shaping early education in the state of Kansas.

As the partnership took shape, the experience began to shift. 

What once felt fragmented is now increasingly connected. 

Early educators no longer need to navigate multiple systems to find training or track progress. Cape has become that much –needed centralized hub, bringing together workforce data, learning opportunities, and engagement in one place.

With Cloud for Good managing enhancements and technical complexity, KCCTO’s team has been able to move out of a reactive mode. Instead, they are beginning to create space for more thoughtful planning and prioritization. 

At the same time, improvements are reaching users faster.

For the first time, KCCTO and Kansas state stakeholders have access to a more complete view of the workforce, a reduction in manual work, and a clear line for reporting. That visibility is beginning to inform better decisions, from program design to long-term investment.

The goal is to transform Cape into a system that not only supports the workforce but also actively shapes it.
