Building a statewide system to empower early educators at scale
Across Kansas, thousands of early childhood professionals shape the foundation of lifelong learning. Yet supporting them requires more than individual programs. It requires connected processes and a streamlined system.
Kansas Child Care Training Opportunities (KCCTO) stepped forward to address this need.
As a statewide leader in early childhood workforce development, KCCTO has long focused on strengthening the workforce through training, professional development, and sustained support. However, as their reach expanded, so did the complexity.
Data lived in silos. Training was fragmented. And visibility across the workforce remained limited.
Over time, the gap became impossible to ignore.

“We’ve been working toward this vision for over 15 years. We wanted a system that could truly support and elevate the entire early childhood workforce across the state.” — Patty Peschel, Executive Director, KCCTO
The Challenge: Scaling a Vision Without the Infrastructure
To move forward, KCCTO launched Cape, a statewide workforce registry and training portal built on Salesforce.
It was a critical step. But it was not the finish line.
While the initial implementation established a strong foundation, key functionality remained incomplete. At the same time, internal teams were already operating at capacity, making it difficult to maintain momentum.
As a result, KCCTO found itself balancing ambition with limitation.
There were limited internal Salesforce resources. A growing backlog of enhancements. And increasing pressure to stabilize and scale the platform quickly.
“We had the foundation in place, but not everything was completed. We needed a sustainable way to continue building and improving the system.” — Haley Hynek, Cape Director, KCCTO
At the same time, expectations continued to grow. The platform needed to support a large number of early education providers across Kansas and play a central role in statewide workforce development efforts.
KCCTO wasn’t just implementing technology. They were building infrastructure to support those stakeholders who are responsible for shaping early education in the state of Kansas.
The Solution: Extending Salesforce with Cloud for Good
To bridge that gap, KCCTO partnered with Cloud for Good.
From the start, the engagement looked different. Instead of focusing on a specific endpoint, the work centered on continuity, flexibility, and long-term success.
Through Salesforce Enterprise Managed Services, Cloud for Good provided ongoing support with system enhancements, reporting, optimization, and user enablement. Just as importantly, Talent for Good, Cloud for Good’s talent and staffing program that connects organizations with skilled Salesforce professionals, helped KCCTO and Kansas State University begin building internal Salesforce capacity for the future.
This dual approach ensured that progress did not come at the expense of sustainability.
“Cloud for Good didn’t just help us finish what was incomplete. They helped us build toward a sustainable future.” — Bill Harlan, Kansas State University
The Impact: From Fragmentation to Clarity
As the partnership took shape, the experience began to shift.
What once felt fragmented is now increasingly connected.
Early educators no longer need to navigate multiple systems to find training or track progress. Cape has become that much –needed centralized hub, bringing together workforce data, learning opportunities, and engagement in one place.
“There was nothing like this before. Now we can see the workforce across the state in one system.” — Bill Harlan
Internally, the shift has been just as meaningful.

With Cloud for Good managing enhancements and technical complexity, KCCTO’s team has been able to move out of a reactive mode. Instead, they are beginning to create space for more thoughtful planning and prioritization.
At the same time, improvements are reaching users faster.
“We’ve been able to make meaningful improvements much faster, and that has made a real difference for the people using the system every day.” — Haley Hynek
Changes implemented, from better filtering of training opportunities to more intuitive workflows, are helping reduce friction for educators across the state. They now have a system that provides the tools they need to advance in their profession and achieve their personal and career goals.
Behind the scenes, something equally important is happening.
For the first time, KCCTO and Kansas state stakeholders have access to a more complete view of the workforce, a reduction in manual work, and a clear line for reporting. That visibility is beginning to inform better decisions, from program design to long-term investment.
Why Cloud for Good
While technology made this transformation possible, the partnership made it successful.
Cloud for Good brought deep Salesforce expertise, but just as importantly, they brought adaptability and flexibility. Whether responding to shifting priorities, addressing unexpected challenges, or helping document and stabilize the system, their team operates as a true extension of KCCTO.

“They’ve been responsive, flexible, and thoughtful. It’s been a very positive partnership.” — Haley Hynek
That consistency and partnership have allowed KCCTO to keep moving forward without losing focus on its broader mission.
Looking Ahead: From System to Strategy
KCCTO’s work is far from complete.
The next phase will expand Cape with new capabilities, including professional development planning, career pathway integration, and additional support systems for educators.
But the long-term vision goes beyond features.
The goal is to transform Cape into a system that not only supports the workforce but also actively shapes it.
“We’re building something that doesn’t just track the workforce. It helps shape the future of it.” — Patty Peschel
As the platform evolves, so does its impact. What began as a technology initiative is becoming a foundation for statewide change.
